Buone notizie per i genitori che hanno avuto una nascita nel 2009 e non hanno potuto accedere al Fondo di credito per i nuovi nati a causa della scadenza dei termini prevista precedentemente al 30 settembre 2010.
Il Dipartimento per le politiche della famiglia, in collaborazione con l’ABI, ha infatti deciso di riaprire i termini per presentare domanda per il prestito fino all’ammontare di 5000 euro rimborsabili in 5 anni ad un tasso particolarmente vantaggioso. La nuova scadenza è prevista al 31 dicembre 2010.
Possono chiedere un prestito i genitori dei bambini nati o adottati negli anni 2009, 2010 e 2011, senza limitazioni di reddito, attraverso il rilascio di garanzie alle banche e agli intermediari finanziari (Decreto legge n. 185/2008 - art. 4, comma 1 e 1bis).
In caso di esercizio della potestà su più di un minore può essere richiesto più di un finanziamento, mentre è ammesso un solo finanziamento per ogni bambino nato o adottato, anche in caso di potestà o affido condiviso.
Le banche e gli intermediari finanziari che aderiscono all'iniziativa si sono impegnati ad applicare ai finanziamenti garantiti dal Fondo un tasso annuo effettivo globale (TAEG) fisso, non superiore al 50% del tasso effettivo globale medio (TEGM) sui prestiti personali, in vigore al momento in cui il prestito è concesso.
Resta comunque facoltà degli istituti di credito l'erogazione del prestito, in quanto la presenza della garanzia del Fondo, permette un tasso soft but not relieve families from the refund on the agreed dates.
Applications may be submitted by 30 June following the birth or adoption (for those born in 2009, the request can be sent by the end of December 2010).
For domestic adoption refers to the sentence or pre-adoptive custody of final adoption. For international adoptions are referred to the decision to authorize the entry and residence of the child issued by the Standing Committee on international adoption, both for adoptions abroad and handed to those handed down in Italy at the end of the period of pre-adoptive custody.
For families of children born or adopted in 2009 that are carriers of rare diseases (identified from the list referred to in Article 5, paragraph 1, letter b) of Legislative Decree 29 April 1998, No 124) is provided, in addition, a contribution that further reduces the interest rate (APR) of 0.5%.
In this case the application may be filed not later than December 31, 2011 and can be the same time as applying for finance on the Fund's eligible, or thereafter, within the time limit above.
II funding granted to a maximum of 5,000 €, can be used for any type of expenditure and must be repaid over a maximum period of five years.
Demand may be submitted by June 30 the year following the birth or adoption, by filling out directly to the banks in the form, which is self-certified the required qualifications and stating
- their personal details and those of the child born adopted (in this case, specifying the details of the measure): Name, date and place of birth, tax code
- the exercise of parental authority over the child, and whether this power is exercised by only along with other subjects in case of exercise of shared responsibility, the generality of the other party and a statement that there is a single loan for each child.
In the case of children with da malattia rara, dovrà essere prodotto anche il certificato di una struttura sanitaria pubblica attestante la patologia sofferta. È possibile estinguere il debito in un'unica soluzione o con rate da concordarsi al momento della sottoscrizione del contratto di finanziamento.
L'arco temporale di restituzione del finanziamento deve essere concordato con la Banca/Intermediario finanziario. In caso di insolvenza, si è soggetti alle ordinarie procedure esecutive per il recupero del credito.
Nel caso in cui risulti che la concessione delle agevolazione e stata determinata da dichiarazioni mendaci o false attestazioni, si provvede alla revoca del finanziamento.
