La nuova scadenza è prevista al 31 dicembre 2010.
Possono chiedere un prestito i genitori dei bambini nati o adottati negli anni 2009, 2010 e 2011, senza limitazioni di reddito, attraverso il rilascio di garanzie alle banche e agli intermediari finanziari (Decreto legge n. 185/2008 - art. 4, comma 1 e 1bis).
In caso di esercizio della potestà su più di un minore può essere richiesto più di un finanziamento, mentre è ammesso un solo finanziamento per ogni bambino nato o adottato, anche in caso di potestà o affido condiviso.
Le banche e gli intermediari finanziari che aderiscono all'iniziativa si sono impegnati ad applicare ai finanziamenti garantiti dal Fondo un tasso annuo effettivo globale (TAEG) fisso, non superiore al 50% del tasso effettivo globale medio (TEGM) sui prestiti personali, in vigore al momento in cui il prestito è concesso.
Resta comunque facoltà degli istituti di credito l'erogazione del prestito, in quanto la presenza della garanzia del Fondo, permette un tasso soft but not relieve families from the refund on the agreed dates.

Oltre al rimborso forfettario di 1.200 euro (erogato a partire dal 2007) queste ultime saranno, secondo quanto evidenziato da Giovanardi, avvantaggiate: in data 30 novembre, con pubblicazione in Gazzetta proprio oggi, un decreto della presidenza del Consiglio dei ministri ha infatti stabilito che per le coppie con un reddito annuo fino a 35mila euro siano rimborsabili fino al 50% delle spese sostenute, mentre per quelle con un reddito superiore a tale soglia (ma inferiore a 70mila euro) fino al 30%. Cifre che sostituiscono, dunque, quelle stabilite dal Fondo per le adozioni internazionali a partire dal 2005, che prevedevano il rimborso di un massimo di 6 o 4mila euro a seconda delle fasce di reddito. E che ci si auspica, ora, valgano anche per le coppie che hanno portato a termine un’adozione nel 2010: non 4mila (cifra che si riferisce al 2009, per l’appunto) ma, fino ai dati disponibili dello scorso agosto, solo 2.564, cioè ben il 30% in meno.
Altra buona notizia, quella relativa al Fondo di credito per i nuovi nati, che – lo ricordiamo – riguarda anche tutti i bambini adottati e che negli ultimi due anni è stato alimentato con 25 milioni di euro annui per garantire le banche per l’eventuale insolvenza dei prestiti che saranno concessi ai nuclei con bebè (l’interesse, che potrà poi essere migliorato dai singoli istituti aderenti, è fissato al 50% del tasso effettivo medio e prevede un massimo di 5mila euro per finanziamento). Ebbene, lo scorso 2 dicembre sono stati riaperti i termini per i nati nel 2009, fissata precedentemente al 30 settembre 2010, e i genitori che hanno avuto una nascita nel 2009 potranno presentare la domanda di accesso al prestito entro il 31 dicembre.
Sul tavolo, però, rimangono ancora dei nodi. In data 3 dicembre 2010 è stato registrato il D.P.C.M. contenente le modalità di presentazione delle domande di rimborso delle spese sostenute per adozione internazionale, con riferimento alle adozioni internazionali di minori stranieri, il cui ingresso e la residenza permanente in Italia siano stati autorizzati during the period between January 1 and December 31, 2009.

Un’incertezza che pesa anche sul loro avvenire, visto che molto spesso non è loro chiaro cosa avverrà una volta che compiranno il 18 anno di età, e in quanto maggiorenni, privati di gran parte dell’assistenza ricevuta fino ad allora.

Anno europeo del volontariato 2011, al via la campagna

Parte da Bruxelles la campagna per l’Anno europeo 2011, dedicato al volontariato. Sotto lo slogan “Volontari! Facciamo la differenza!”, la Commissione europea ha presentato le molteplici iniziative previste che prendono il via già oggi e metteranno in luce il lavoro ormai indispensabile dei 100 milioni di volontari attivi in Europa. Da un'indagine Eurobarometro del maggio 2010 risulta che 3 europei su 10 dichiarano di essere impegnati nel volontariato: un’attività che produce vantaggi per l’intera società e i singoli. Il volontariato permette infatti di acquisire conoscenze, mettere a frutto le proprie capacità e ampliare le proprie reti sociali, portando spesso a nuove opportunità di lavoro sociale.
Si stima che il volontariato contribuisca al prodotto interno lordo per un 3-5%. Inoltre, un recente studio ha dimostrato che per ogni euro speso per sostenere l'attività dei volontari le organizzazioni hanno ricavato un rendimento medio compreso tra tre e otto euro. Nella sola Italia ci sono 3 milioni di volontari e oltre 30mila organizzazioni non profit, per un totale di 700mila addetti. Medici Senza Frontiere supporta la diffusione del nuovo vaccino contro la Meningite

I BLOCCHI CONTRAPPOSTI: Paesi sviluppati e Paesi in via di sviluppo si fronteggiano ormai da molti mesi rispetto a chi dovra' sostenere il peso maggiore legato al taglio delle emissioni. Stati Uniti - i principali inquinatori ''storici'' - e Cina ''il principale inquinatore attuale'' - guidano i due blocchi contrapposti cercando di strappare gli uni gli altri i maggiori tagli di emissioni e i maggiori stanziamenti in denaro nell'ambito dei negoziati. Gli Stati Uniti rimproverano alla Cina di non impegnarsi ad un taglio vincolante e di volersi sottrarre a meccanismi stringenti di monitoraggio, la Cina accusa Usa e Paesi ricchi di non fare abbastanza per ridurre la propria impronta ecologica. Un terreno scivoloso sul quale rischia di implodere anche questa COP come le precedenti.
FINANZIAMENTI: Le Nazioni Unite puntano in questo vertice anche a fare dei passi avanti rispetto al livello di finanziamenti previsti, per raggiungere almeno una somma di 30 miliardi di dollari, gia' promessa a Copenhagen, per affrontare in 'fast track', cioe' in modalita' accelerata gli impegni dei Paesi piu' poveri rispetto alle politiche di adattamento.
L'obiettivo e' di raggiungere 100 miliardi di dollari di impegni entro il 2020. Ma tra impegnarsi ed erogare c'e' una certa differenza, tanto che al momento non si e' arrivati ad avere davvero in cassa nemmeno i primi 30.
Dopo Cancun le Parti si riuniranno ancora sotto l'egida dell'UNFCCC in Sudafrica, nel dicembre 2011, e a Rio de Janeiro, dove si terra' il ventesimo anniversario dell'Earth Summit in cui fu creata la Convenzione delle Nazioni Unite sul Clima.

Il fumo passivo uccide oltre 600mila persone ogni anno, piu' di un terzo dei quali bambini. Lo rivela una ricerca dell'Oms (l'Organizzazione Mondiale della Sanita') pubblicata su Lancet, che e' il primo studio globale sugli effetti del fumo passivo. A differenza delle malattie che derivano dallo stile di vita e sono quindi legate alle scelte dei singoli, le vittime del fumo passivo pagano il prezzo di comportamenti altri.
Nel 2004, tali vittime sono state l'uno per cento dei decessi a livello mondiale: quasi la meta' donne, il resto equamente diviso tra uomini e bambini; vittime provocati per il 60 per cento da malattie cardiache, per il 30 per cento da infezioni respiratorie, e infine da asma e tumore ai polmoni. Lo studio, effettuato in 192 Paesi, ha scoperto che il fumo passivo e' particolarmente nocivo per i bambini, i quali sono a piu' alto rischio di 'sindrome da morte improvvisa del lattante', polmonite e asma. I bambini risultato esposti al fumo passivo principalmente nelle loro case. Alcuni paesi, come la Finlandia, hanno già adottato severe misure per evitare il contatto dei bambini con il fumo, comprensive del carcere per chi offre loro sigarette.
Uno scenario sconfortante al quale bisogna aggiungere i 5,1 milioni di morti causati dalla sigaretta vera e propria. Il problema, avvertono gli autori' dello studio, e' che il principale luogo di esposizione al fumo passivo e' proprio la casa, in luogo in cui i bambini "non possono evitare le fonti di contaminazione, che sono proprio i familiari piu' vicini".

Dal 9 dicembre gli stranieri che richiedono il permesso di soggiorno dovranno anche sostenere un esame d'italiano in un test. La novità la prevede il decreto 4 giugno 2010 (firmato dai ministri dell'Interno e dell'Istruzione, Roberto Maroni e Mariastella Gelmini), che entra in vigore in quella data. Messa così, forse il test dovremmo farlo tutti noi, anche chi è già cittadino italiano.
Il Dipartimento per le libertà civili e l'immigrazione del ministero dell'Interno ha messo a punto la procedura informatica per gestire le richieste. Lo straniero che intende chiedere il rilascio del permesso per soggiornanti di lungo periodo dovrà presentare alla prefettura la richiesta di partecipazione al test a tramite l'indirizzo www.testitaliano.interno.it. La prefettura dovrà convocarlo entro 60 giorni indicando data e luogo su dove svolgere il test.
L'esame si svolge con modalità informatiche ma, su richiesta, anche per iscritto. Prevede la comprensione di brevi testi, frasi ed espressioni di uso frequently. Nelle politiche di cooperazione allo sviluppo c'è qualcosa che non va. A dirlo non sono i soliti "coopero-scettici" cappeggiati da Dambisa Moyo, ma la Conferenza delle Nazioni Unite per il Commercio e lo Sviluppo.
According to UNCTAD, in the last 40 years the number of extremely poor countries has doubled. On the 49 countries listed, only two (Botswana and Cape Verde) have succeeded in eliminating poverty. The figure is likely to throw more oil on the fire in the ideological battle that pits supporters of the aid and their detractors. More than ever, says UNCTAD is needed "a new international architecture for development" (title of the report) which requires "comprehensive and systemic reforms to enable poor countries to integrate the world markets."
In other words, we must change course. "The measures taken so far to support the poorest countries have had a more symbolic than practical" stresses the UNCTAD, che punta il dito contro l'approccio dei donatori internazionali fondato su una crescita alimentata dal commercio. "Nella maggior parte dei casi, non hanno favorito lo sviluppo delle capacità produttive. Ora, l'assenza di tali capacità costituisce la chiave delle debolezze economiche strutturali dei paesi meno avanzati".
Il fenomeno più inquietante riguarda il contrasto tra l'aumento dei poveri in un periodo (2002-2007) di forte crescita economica (+7% in media). Il numero degli individui costretti a vivere in estrema povertà sono "aumentati di 3 milioni all'anno" per raggiungere quota 421 milioni nel 2007, cioè il 53% della popolazione dei paesi molto poveri.
Nonostante una buona resistenza nei confronti della crisi, questi paesi rimangono molto fragili. Per l'UNCTAD, l'eccessiva dipendenza dalle importazioni "è devastatrice". Le spese per importare beni alimentari sono passate da 9 miliardi di dollari nel 2002 a 23 miliardi nel 2008. "E' un dato molto allarmante" sostiene il direttore dell'UNCTAD, Supachai Panitchpakdi, che rivela altri punti di debolezza strutturale: delle economie poco diversificate, pochi risparmi interni, una più grande dipendenza dal risparmio estero e un'accelerazione delle risorse naturali. "Tutti fattori che rendono ancor più difficile lo sviluppo dei paesi più poveri".

More than 110,000 volunteers will invite people to donate food a long shelf life which will be distributed to over 8,000 charitable agencies (soup kitchens, community for children, schools of solidarity, reception centers, etc..)
